What I ended up using was the Boxy SVG Editor. (Online and free)
Pretty simple to use once I got my head around the terminology used in the app.

I can across a YT video¹ demonstrating bitmap to vector image conversion, using either of
▫️ Inkscape (already mentioned), or
▫️ VTracer , https://visioncortex.org/vtracer .
Both 'free' tools, ymmv. The video seems well regarded.
